Martial law remains in effect in Ukraine, and men subject to military service are required to comply with registration rules. However, even after paying a fine for violating these rules, their ‘wanted’ status does not always disappear. Under martial law in Ukraine, all men of conscription age are required to comply with established rules, update their data in a timely manner, and respond to summonses. Violation of these requirements may result not only in a fine, but also in being added to the list of persons ‘wanted.’
As Natalia Gnatyk, a lawyer with the Aktum association, explains in a comment to RBC-Ukraine, even after paying a fine for violating military registration rules, the ‘wanted’ status does not always disappear automatically.
Why does the ‘wanted’ status remain after paying the fine?
This is because the ‘Reserve+’ system operates automatically, and updating information may take some time or require additional intervention.
According to the lawyer, if a person has violated the rules for the first time, admitted their guilt and paid the fine, the status usually disappears and does not reappear. However, in the case of repeated violations, the system may again record the person as ‘wanted.’ For those who have several violations, paying the fine online does not guarantee that the problem will be solved — the probability of the status being removed is significantly lower.
The lawyer has encountered various situations in his practice. Some men, immediately after paying the fine, submitted documents for reservation or applied for a deferral from mobilisation – and no obstacles arose. However, if the ‘wanted’ status has not yet been removed, it is technically impossible to make a reservation, as the system blocks the submission of documents.

Does paying the fine not give a reason to remove the wanted status?
There are also cases when the situation does not change after paying the fine. One such man, who works at a critical enterprise, was unable to obtain a reservation because the system did not allow him to remove the ‘wanted’ status or pay the fine again.
The lawyer emphasises that there is no legal mechanism for ‘agreements’ between territorial recruitment centres (TRCs) and enterprises regarding the manual removal of status. Such steps are not provided for by law and are considered informal local interactions.
Thus, even after paying the fine, the ‘wanted’ status may remain if the data has not been updated or the person has other violations of military registration. Therefore, lawyers advise contacting the TCC directly after payment to verify the information in the ‘Reserve+’ system.
