The signing ceremony of the Memorandum of Understanding on Cooperation between the Faculty of Law, Thammasat University, and the Lawyers Council was attended by Associate Professor Dr. Pokpong Srisanit, Dean of the Faculty of Law at Thammasat University, and Dr. Wichian Chupthaisong, President of the Lawyers Council, along with the Executive Committee of the Lawyers Council and faculty members from Thammasat University, held at the Lawyers Council under the Royal Patronage on Phaholyothin Road.

Associate Professor Dr. Pokpong stated that currently, the Faculty of Law at Thammasat University offers courses related to technology law, including personal data protection law. Today presents a great opportunity for Thammasat University to collaborate with the Lawyers Council in developing the D-Lawyer platform. The university will contribute academic information to enhance the system’s efficiency and ensure its alignment with current legal standards as much as possible.

Dr. Wichian stated that the Lawyers Council aims to integrate digital technology and blockchain to improve its services and member database. To achieve this, a partnership has been formed with Thammasat University’s Faculty of Law to develop a digital platform that aligns with the Electronic Transactions Act and related regulations. The platform will facilitate access to necessary legal documents and leverage blockchain for document authenticity verification. Dr. Wichian emphasized the importance of this initiative, noting that various public and private sectors are also enhancing their digital services. He believes that developing their own platform is essential for the Lawyers Council to connect with the public and provide tangible legal services.

The development of the digital platform system by the Council aims not only to enable its members to access various documents but also to prepare to allow relevant legal entities to access information online. This includes checking the status of lawyers and enhancing online services, ranging from application processes, examination results verification, to the issuance of certification documents, among others. Currently, the Council is in the process of developing online services. The first phase, concerning the registration system for law students who have graduated and wish to undertake legal training, is expected to be completed in the first quarter of this year. The second phase, the digital platform system, is anticipated to be finished in the third quarter of the year.

The D-lawyer system platform aims to facilitate and enhance the efficiency with which attorneys nationwide can request documents from government agencies for use in legal proceedings, such as requesting civil registration from the Department of Provincial Administration or obtaining land title documents from the Land Department, among others. This platform will serve as an alternative means of operation to reduce the burden on attorneys who need to travel to obtain documents from government agencies.
