Duties
Summary
The incumbent serves as Branch Chief and supervisor to the staff of the Publications and Regulations Branch in the Legal Processing Division. The incumbent has overall program responsibility for the oversight of the Publication of IRS Regulations, Notices, and Corrections in the Federal Register. The incumbent plans, conducts and coordinates complex analyses to evaluate the effectiveness and efficiency of the program and provides oversight and management of staff performing program tasks
Responsibilities
What is Procedure and Administration? The Associate Chief Counsel (Procedure and Administration) (PA) provides legal services relating to federal tax procedure and administration including legal issues arising out of the assessment and collection of federal taxes, bankruptcy, ethics, abatement, credits, refunds of federal taxes, judicial proceedings, and disclosure of Freedom of Information Act (FOIA) and Privacy Act matters.
The following are the duties of the Supervisory Publication and Regulations Specialist at the GS-13 level. This list is not inclusive.
- Serves as a liaison between the Office of Chief Counsel, the Service and Treasury and the Office of Federal Register in resolving problems with documents submitted for publication in the Federal Register. Advises Office of Chief Counsel, Service, and Treasury executives, senior managers, and drafting attorneys on the requirements for publishing guidance in the Federal Register.
- Assesses and evaluates the impact of new or modified legislation and new rules and requirements for projected impact on the agency’s preparation and processing of documents and its effect on program’s goals, actions, and services. Makes recommendations for changes in different Chief Counsel Handbooks required by law, regulations, or the Office of Federal Register concerning the publication of documents.
- Assesses current processes for submitting documents to the Office of the Federal Register and takes the lead on automating processes previously submitted manually, works with the Office of Federal Register on accomplishing this process. Monitors and evaluates the computerized systems utilized in the completion of assignments within the branch and manages and implements guidance for use of these systems relating to publishing.
- Monitors the progress of document submitted for review, editing and correcting to ensure the timely filing and publication of each document.
- Plans and conducts management studies to assess the effectiveness and efficiency of the branch’s activities and programs. Revises work schedules and adjusts work loads appropriately to improve workflow and services rendered and ensure maximum productivity. Develops short and long-range planning goals involving utilization of resources and program objectives. Develops and conducts training that covers new procedures and changes that effect the processing of assignments.
- Ensures that new employees receive on-the-job or formal training and develops written instructions of methods and procedures for processing work. Participates in the development of any new position descriptions. Establishes performance standards and prepares formal written evaluations of subordinates’ job performance annually. Administers the leave program and actively supports Equal Employment Opportunity policies.

Qualifications
You must meet the following requirements by the closing date of this announcement:
GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience for this position includes editing and reviewing documents and preparing them for publication; providing guidance on editorial requirements; analyzing program needs; and communicating procedural and policy changes as they relate to drafting Federal or state regulatory documents. Experience as a supervisor or a lead who directs, reviews, and evaluates the work of subordinates in order to effectively accomplish the mission of the business unit.

Rating: Your application will be evaluated in the following areas:
Knowledge of publications and regulations program and its interrelationship to tax programs in order to effectively analyze and make recommendations for improvement; Knowledge of Publishing Handbook, Federal Register Drafting Handbook, legislation affecting publication guidance, and internal guidelines and controls related to the service and resolution of problems with published guidance; Ability to gather and correlate information from a variety of sources in order to analyze data and formulate conclusions and recommendations to address the needs of the business unit; Ability to plan, coordinate, assign, direct, review and evaluate the work of subordinates in order to accomplish the mission of the business unit effectively; and Ability to communicate effectively, deliver reports and assessments, to present plans and proposals, to articulate office policies and positions to both internal and external audiences.
Category rating will be used to rank and select eligible candidates. If qualified, you will be assigned to one of three quality level categories, A, B or C depending on your responses to online questions, regarding your experience, education, and training related to this position.
