The O’Neill Institute for National and Global Health Law at Georgetown University Law Center (GULC) is seeking a Senior Program Associate to join the program implementation team of the Center for Innovation in Global Health (CIGH). This position is ideal for a mid-level global health professional with experience in management of HIV programs.
The Center for Innovation in Global Health (CIGH) works with governments and partners around the world to develop ground-up global health innovations that elevate local voices and expertise and support their translation into policy and scale. The Center bridges the O’Neill Institute and the Georgetown University Medical Center (GUMC) to bring the expertise of both to the development of novel approaches for improving the effectiveness of local governance for public health. CIGH has several exciting projects under way, including an HIV prevention collaboration in Malawi, work with global stakeholders to strengthen the measurement of HIV prevention and improve programming, and a new initiative to explore the ethics of utilizing novel data sources for the prevention of urgent diseases.
The Role:
The senior program associate will support implementation of CIGH’s global health programs, serve as a substantive advisor on program implementation, and backstop CIGH leadership on technical work streams. The senior program associate will be a critical member of the grant management team and provide necessary coordination between and across CIGH partners.
Located remote with eventual relocation to Washington, DC, the senior program associate will report to the CIGH Program Director and also support other CIGH team members (Senior Program Manager).
Primary Responsibilities:
50% – Support management and oversight of the Blantyre Prevention Strategy, including:
- Coordination of BPS sub-grantee partners, including tracking progress toward work plans and grant obligation, managing implementation timelines and deliverables and weekly Program Leads meetings with core BPS partners
- Communicating with partners, the Government of Malawi, our funder, and other stakeholders
- Drafting regular and ad hoc reports to the funder on implementation progress; liaise with CIGH manager of finance and operations on grant processes
- Liaise with CIGH Program Coordinator on scheduling and calendar maintenance
- Other duties as assigned by the BPS Program Director
- Periodic travel may be required to support program implementation.
30% – Serve as substantive backstop to the Program Director and Senior Program Manager on programmatic work streams
- Support BPS workstream lead with tracking implementation, synthesizing data and information, and driving strategic vision with partners
- May be asked to provide project management support to the HIV Prevention Metrics grant by managing bi-weekly meeting schedules and agendas, tracking project timelines and milestones, and providing events and communication support as needed
10% – Conduct research and support writing of dissemination
- Support CIGH communications by coordinating with the team and the O’Neill Communications Director to disseminate CIGH work products, including copyediting of manuscripts and other generated materials, leading manuscript submission processes, and updating CIGH contact lists and communications calendar
- Identify new opportunities for dissemination of work products, especially among those who can influence the development or implementation of public health programs, measurement and policies
10% – Contribute to other key tasks related to grant administration and CIGH operations as requested
Qualifications:
– MPH, M.A., or related graduate degree such as public policy, public administration, or international affairs, with five to ten years of professional experience in global health program management, administration, and implementation.
– Strong knowledge of and experience working on HIV programs, particularly with a global and/or prevention focus, is required.
– Strong written and verbal communication skills. Experience writing and publishing academic papers is preferred.
– Experience working for the U.S. government or one of its implementing partners is a plus.
– Experience supporting programs in Africa and/or living and working in Africa also is a plus.
– Excellent organizational skills and proactive work style.
– Works well in ambiguity, a self-starter who does not require directives to get things done.
– Team player who enjoys collaborating on innovative solutions.

The O’Neill Institute for National and Global Public Health Law was established in 2007 through the generous philanthropy of Linda and Timothy O’Neill to respond to the need for innovative solutions to the most pressing national and international health concerns. Besides developing its own public health legal and policy reports and managing related projects, the O’Neill Institute regularly works with public health researchers to provide relevant legal and policy context and analysis so that the researchers can design their research projects to be as policy relevant as possible and present their research findings more effectively. The Institute also develops new research-based public health policy proposals and legal strategies; converts public health policy research into effective legislative or regulatory language; provides topical legal and policy trainings to government and NGO public health practitioners; and convenes diverse groups of relevant experts to consider important public health legal and policy challenges and develop new analyses and recommendations.
