Russia: Notary Gleb Akimov unlawfully disbarred

On July 23, 2025, an unprecedented event took place in the life of the Russian notary. For the first time in history, a notary he was deprived of the right to operate due to disciplinary claims not directly related to work. The Moscow City Notary Chamber filed a claim to deprive Moscow notary Gleb Akimov of the right to engage in notarial activities and successfully carried out this claim through two instances. Last week the decision came into force after confirmation by the appellate court. «Notar says» interviewed the disgraced notary, in which he tried to find out how the domestic notary reached such a life and when it became possible in Russia to lose a notary’s license as a result of internal corporate squabbles.

– Gleb Borisovich, why did you have disagreements with the chamber?

– You know, after many years of work in the profession, and it began in my state notary office in 1984, by the will of fate and our courts, I can finally speak openly. At the moment, I am not covered by the Notary Code of Ethics. Because of this interview, disciplinary proceedings will not be opened against me, they will not summon me to the ethics commission, where notaries unknown to me personally will accuse me, censure me, and erect delusional legal structures. I’m not a notary. I hope that this provision will be quickly eliminated. And yet… The unusual nature of the situation raised many questions regarding the relationship between notaries and chambers. In fact, several of my colleagues, without asking the community, decided that I did not belong in a notary office. Because of what? Because I consider the Code of Ethics repressive and violating the rights of not only notaries and acting onesbut also all citizens and legal entities. I hope I can explain further why I think so.

– So you want to say that you lost your job only for your views?

– Yes, that’s exactly what I want to say. For a long time, the chamber (and I will remind you once again that these are several people out of hundreds of notaries) tried to prove through unscheduled inspections that I was working unprofessionally. I remember well when a complaint was received from the administration of the Ramensky district that I was not issuing them a certificate for escheat property — a huge plot of land. An inspection immediately came running, during which the inspector Savelyev A.E. directly stated that I must issue a certificate for free — I want to emphasize: free and without an application. We all know very well that in such cases the certificate is not issued free of charge, much less without an application. By the way, the tariff there was approximately 800 thousand rubles. Another inspector, notary L.V. Glagoleva, also indicated that I am obliged to issue a certificate. My objections about thatthat there are rights of a minor who has actually accepted the inheritance should not be taken into account. The funny thing about this situation — is that the district administration did not even submit a statement to me that she wanted to receive a certificate, but at the same time filed a complaint in order to actually familiarize herself with the case. The Chamber immediately accepted the complaint for consideration and sent an inspection to me. Correlating all the details, I have no doubt that some notaries in the chamber initiated this. I remember how I wrote a complaint about the actions of the district administration to the Government of the Moscow Region. The answer came from the Government: we beg you, do not issue a certificate to the district for this land, otherwise this will lead to a complete collapse of the financial system of the entire region. The situation itself — is unusual. A feuilleton could be made on this. But, of course, it all ended in nothing.The House Commission on Inheritance Cases fully confirmed my opinion that the issue of land rights in these circumstances should be resolved in court. There were smart meetings in the ethics commission and on the board. I would especially like to note that no one officially apologized to me for this situation.
