In summary, this is pretty important to watch.
This is different from simply top-down political control (“don’t get out of line, don’t challenge the center”). It is also different from pushing Marxism (“talk more about the proletariat”). This reads to me very close to a full-on state assimilationist push – really going all in in terms of actually making ethnic minorities into what the state deems “Chinese.” And I think it reflects a big-picture shift in terms of where ethnic policy in China is going.
To all of you who work on ethnic issues, I think this is this a pretty good example of an intermediate level Party-state implementing mechanism for the shifts you have been looking at.
In terms of the timeline, it looks to me like the policy/academic debate was 2012 or earlier. Xi’s speech in 2014 was the stamp of approval. The State Council/Politburo directives were within the last year or two. (I have the sense that we talked about them on this very list, but can’t find them now.) And now in 2021, we’re down at the provincial-level implementing directives. Things will grind forward from here on out.
[Because I’m sure someone will ask, note that while this overlaps with things that are taking place in Xinjiang, it’s different – this is part of a broader rethink of ethnic policy nationwide. Just to be clear on this point – I see *nothing* suggesting ‘re-education/concentration camps elsewhere in the P.R.C.’ is on the table. At least right now. Hardline ethnic assimilationist policies, yes. But camps, no. Other, please do correct me if I’m wrong on this point.]
I’m going to defer to others on this list who are more familiar than I on ethnic issues to speculate/comment on the details.
But if you asked me to speculate on what the direction of this might look like (outside of Xinjiang) in terms that ordinary non-China specialists might understand – I’d say: collapse of residual state commitment to bilingualism, actively discouraging native language use, rapid deterioration of space available for ethnic minorities to maintain *any* group identity in fields once deemed less sensitive (music, film, culture), aggressive efforts by state/society to freeze ethnic self-portrayals in ways that correspond with a specific imagined narrative of the majority community … And of course, all of that has already started.
Note that some of the above would be recognizable to anyone familiar with the state of affairs in, say, my home state of New Mexico circa 1910-20.
But what you’ve got now in China is a one Party-state that fully intends to both grind its way backward, rather than forward. And it is now deploying all of the tools in its authoritarian toolbox to aggressively assimilate ethnic minorities as quickly as possible.
[And naturally, that’s just the start. What happens if/when you get significant community-wide backlash/resistance to those policies from members of the ethnic minority in question? That’s where this could all could get even more coercive … Sigh – I’ll stop going down that track – I’m depressed enough as it is.]
Regulations of the Inner Mongolia Autonomous Region on Promoting National Unity and Progress

??Chapter One General Provisions
