This is a non-supervisory, non-bargaining unit position.
Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.
Responsibilities
The Program Specialist (Legal) serves as a centralized project administrator for the Office of the General Counsel (OGC), supporting the General Counsel, Deputy General Counsel, Associate General Counsels and OGC attorneys. This position administers assigned aspects of compliance programs the OGC manages centrally for the Library of Congress, including financial disclosure under the Ethics in Government Act, privacy impact assessments for Library systems, and processes established in Library collective bargaining agreements. The position coordinates updating and publishing of Library of Congress regulations and directives and maintains the OGC website and legal information services for the office. The position also provides administrative support and manages documents and other files for the OGC’s litigation practice. This position is located in the Office of the General Counsel, which is within the Office of the Librarian of Congress, and reports directly to an Associate General Counsel, who provides broad directions for assignments. The Program Specialist (Legal) is a confidential position with duties that support OGC in matters related to sensitive legal, policy, and labor relations issues.
The OGC manages the Ethics in Government Act financial disclosure program under which over 300 Library executives, managers, and senior staff are required to file public financial statements annually, upon purchase or sale of certain assets, and when they join or leave the Library. The incumbent coordinates regularly with the Human Capital Directorate (HCD), the Clerk of the House of Representatives, and individual filers to: identify employees who are required to file; notify filers of requirements and deadlines; provide forms and instructions; and assist with access to the online filing system or paper filings. Coordinates with Library offices to acquire annual listings of Library contracts and agreements in support of conflict of interest analysis. Performs an initial review of all financial disclosure statements and periodic transaction reports submitted by Library employees to ensure that the filings are complete; refers complex filings to attorneys for legal and ethics review; serves as primary reviewer of non-complex filings; certifies statements for compliance with applicable law and regulations; conducts needed follow-up with filers; and maintains records of financial disclosure compliance. Follows up with delinquent filers. Refers public requests for access to statements to the Office of the clerk. Working with the Office of the Chief Information Officer (OCIO), OGC manages the Library’s annual privacy impact assessment (PIA) program, documenting and evaluating the extent to which Library systems collect, use, share, and manage personally identifiable information. The incumbent coordinates OGC’s annual PIA work: sends out annual PIA notices; uses OCIO systems to review automated privacy threshold analysis (PTA) and PIA questionnaires; elevates complex PTA/PIAs to an attorney for review; documents incoming and completed PTA/PIAs in the OGC tracking system; and follows up with program office Information Security System Owners to be sure PTA/PIAs are complete and accurate.
The OGC manages the system of Library of Congress regulations (LCRs) and directives (LCDs) that establish policies, responsibilities, procedures, and standards for Library programs and operations. The OGC prepares Library regulations that affect the public for publication in the Code of Federal Regulations. The incumbent is responsible for coordinating and tracking updates to LCRs/LCDs and for publishing approved versions of these documents.
The incumbent works with the Deputy General Counsel and OGC attorneys to develop an annual plan for updates to the LCR/LCD system. Tracks all new issuances, updates, and cancellations in the OGC tracking system and prepares regular and ad hoc reports on the status of all LCRs/LCDs.
The incumbent is responsible for day-to-day management of the OGC site on the Library intranet, creating documents in hypertext markup language (HTML), accessible portable document format (PDF), or other web formats, and resolving technical issues. Assists in the planning, design, development, testing, quality control, and implementation of the website. Reviews, integrates, or links new, relevant web pages to the OGC site. Responsible for regular updates to the site to provide legal resources to Library staff and optimize communication with relevant clientele.
As directed, the incumbent assists with document production and management in litigation, investigations, or audits. Work could include collating documents for administrative or federal litigation, helping to prepare for depositions and hearings by organizing exhibits, redacting personally identifiable information, and other tasks as needed, and preparing documents for transfer in accordance with the Library of Congress records schedule.
