Program Specialist (Innovation Specialist ) US Legislative Branch – Washington, DC

This position is located in the Digital Innovation Division, Digital Strategy Directorate, Office Of The Chief Information Officer. The position serves as a Digital Innovation Specialist in the Digital Strategy Directorate within the Digital Innovation Lab (LC Labs) service unit of the Library of Congress. The position reports directly to the LC Labs Chief who provides administrative and policy direction concerning overall project priorities and objectives.

Responsibilities

This role is one of two Digital Innovation Specialists who will support the Library in providing computational access to digital Library collections as part of a grant funded by the Andrew W. Mellon Foundation entitled “Computing Cultural Heritage in the Cloud” (CCHC). This effort will help produce models for supporting cloud-based research computing, and will make the costs and possibilities of this work more transparent to the broader cultural heritage community.

The two Digital Innovation Specialists will work together and with other Library staff to support four research experts in the sub-setting, transformation, analysis and documentation of Library collections for use in computational research. The person in this position will take the lead in liaising with Library of Congress curators and reference librarians to develop workflows and services to support content related reference questions that require data transformations or computational approaches. They will also engage in internal and external outreach about the CCHC project and its outcome, and work with colleagues to advance support for digital scholarship within the Library. They will also document digital collection materials that can be made available for large-scale computational use, and support the coordination of Library efforts to establish legal and policy frameworks for cloud based computational research. The Library can consider 100% telework for this position.

Enhances the agency’s online research capabilities and use of its digital collections by increasing the use of current digital technologies and identifying emerging digital technologies and methods in librarianship, humanities, scholarship and research. The employee refines or develops more specific guidelines or methods for the measurement and improvement of effectiveness of activities related to digital scholarship.

Identifies resources to inspire Library of Congress patrons to consult and use its resources to fulfill their personal goals and aspirations and for lifelong learning. Helps sustain and enhance the Library of Congress’s longstanding strengths in digital collections, metadata expertise and long-term stewardship, merging them with research in the digital humanities and digitally enhanced learning.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

The incumbent of this position will work a compflex; flextime; or maxiflex work schedule.

This position is eligible for a full-time telework.

This is a non-supervisory, bargaining unit position.

Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.

For the duration of the project, the Digital Innovation Specialist will:

Translate research consultations into user requirements and provide technical support to four research experts whose projects require computational access to Library collections.

Document research datasets based on the needs identified by the research experts.

Provide support around data visualization, text, sound, or video analysis, network analysis or another computational method within the Library.

Document the pilot’s technical workflows.

Share grant progress through regular meetings, reports, and updates to PIs and assist with grant reporting.

Support efforts to grow digital scholarship capacity and expertise across the organization.

Help the PI, Co-PIs, and Senior Digital Innovation Specialist create the conditions to implement the project transition plan.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Knowledge of libraries and digital scholarship.**

Ability to document and present information.

The Digital Innovation Specialist will have:
Experience in working with cultural heritage materials used for computations purposes.

Experience documenting processes and workflows and creating research guides.

Experience making API requests and preparing datasets for research use.

Excellent communication and problem-solving skills.

Knowledge of least one of the following areas: data visualization, text analysis, network analysis, computational research platforms and workflows.
