Overview

The California Judicial Center Library (CJCL) is accepting applications for the position of Judicial Center Law Librarian.  The CJCL is the consolidated library for the Supreme Court of California and the Court of Appeal, First Appellate District.  Its mission is to anticipate and respond effectively to the legal information needs of the justices and staff of both courts, as well as the staff of the Judicial Council of California.  The CJCL’s collection of more than 300,000 volumes and archival materials is housed in San Francisco, Sacramento, and Los Angeles, and the library also provides access to a wide range of online research and reference services and materials.

Under the direct supervision of the Court Administrator and Clerk of the Supreme Court of California and the Clerk/Administrator of the Court of Appeal, First Appellate District, and policy direction from the CJCL Governing Committee, the Judicial Center Law Librarian directs library programs and staff, ensures the accomplishment of the library’s goals and objectives, and functions with full supervisory authority, responsibility, and accountability.  The Judicial Center Law Librarian is assigned to the CJCL’s headquarters in San Francisco, a 35,000 square foot facility located in the Ronald M. George State Office Complex.

Responsibilities

• Recommends, develops, and implements CJCL policies and procedures; manages technology and procurement of services and equipment; develops library performance standards; collects and analyzes statistical information; develops and maintains effective working relationships with court leadership.

• Evaluates the existing collection, assesses information needs, and develops an appropriate collection policy; selects print materials or electronic services for purchase; directs cataloging and processing of CJCL materials in accordance with national standards; supervises cataloging policies and procedures; coordinates software and hardware upgrades; oversees an accurate and efficient circulation system; supervises maintenance of circulation records and statistics; develops, maintains, and enhances the CJCL’s online presence; evaluates the need for new and emerging technologies and implements required changes.

• Establishes and implements reference service policies; oversees legal research skills training for justices and court staff; directs provision of reference and legal research using information resources in a variety of formats; oversees training on commercial research databases, coordinating with vendors when appropriate; monitors staffing, work flow, and processes to ensure uninterrupted research and reference services.

• Manages Special Collections and Archives to support the study of California court and legal history; oversees the appraisal, accessioning, description, and arrangement of collections; coordinates outreach activities; provides donor acknowledgements and oversees the solicitation of gifts.

• Oversees and monitors annual CJCL budget, including staffing, operations, and purchases; reviews and approves for payment all items charged to the library budget; negotiates contracts with publishers and vendors in compliance with governing judicial branch procurement standards.

• Develops CJCL web page content and presentation; promotes CJCL materials and services to justices and staff; assists users in the preparation of legal articles and other publications; explains policies and procedures to users.

• Supervises, reviews and evaluates the work of all CJCL staff members; assures staff is available to instruct, train, and assist justices and staff in both manual and computerized legal research.

• Responds to library correspondence.

• Represents CJCL and the courts it serves in professional committees and organizations.

• Oversees the layout of CJCL space; authorizes the purchase of furniture, equipment, and supplies, as necessary.

Qualifications

MINIMUM QUALIFICATIONS:

Equivalent to possession of a master’s degree in Library Science from an American Library Association (ALA)-accredited institution, and three years of professional library experience in a law library.

Additional directly related experience may be substituted for the education on a year-for-year basis.

Or

Equivalent to possession of a law degree and three years of law library experience.

Or

One year as a Law Librarian or two years as an Assistant Law Librarian II with the Judicial Branch.

The successful candidate must have a very strong service orientation and

Knowledge of:

• Principles and practices of employee supervision, including selection, work planning, performance review and evaluation, and employee training and discipline.

• Principles and practices of budget development and administration.

• Operation and management of a major law library.

• Principles, practices, procedures and trends of professional law library work.

• Legal research tools, including Lexis/Nexis, Westlaw, and other emerging electronic resources, as well as online court dockets.

• Legal terminology, abbreviations, and proper citation format.

• Familiarity with major California legal information resources, e.g., California Official Reports, California codes and statutes, and California legal treatises.

Ability to:

• Plan, organize, and direct the work involved in operating and maintaining a law library.

• Instruct, train, and assist justices and staff in effective use of the library.

• Develop and administer a library budget.

• Perform difficult legal reference and research.

• Develop new user orientations.

DESIRABLE QUALIFICATIONS:

• Significant previous supervisory experience.

• Strong organizational, analytical and interpersonal skills, including the ability to communicate courteously and concisely, with both professional and nonprofessional staff, orally and in writing.

• Law dregree from ABA-accredited law school.

• Familiarity with accepted standards for access to and preservation and conservation of archival and manuscript collections.

• Experience with (or comfortable learning about) latest technology trends is a plus.
