Key tasks for new-type urbanization and urban-rural integration development in 2021

??2021 is the 100th anniversary of the founding of the Communist Party of China, the first year of the “14th Five-Year Plan”, and a year of special importance in the process of my country’s modernization drive. In order to implement the spirit of the Fifth Plenary Session of the 19th Central Committee of the Communist Party of China and promote the implementation of important arrangements in the “Outline” of the National “14th Five-Year Plan”, the key tasks for the development of new urbanization and urban-rural integration in 2021 are now proposed.

??1. General requirements

??Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 19th National Congress of the Communist Party of China and the 2nd, 3rd, 4th and 5th Plenary Sessions of the 19th National Congress of the Communist Party of China. Implement new development concepts, build a new development pattern, coordinate development and safety, and implement a new human-centric urbanization strategy, promote the orderly and effective integration of agricultural transfer populations into cities, enhance the carrying capacity of urban agglomerations and metropolitan areas, and transform the development of mega-cities In order to improve the modernization level of urban construction and governance, promote urbanization with county towns as an important carrier, accelerate the integration of urban and rural development, and provide strong support for a good start in the “14th Five-Year Plan”.

??2. Promote the orderly and effective integration of agricultural migrants into cities

??Coordinately promote the reform of the household registration system and the full coverage of the permanent population of urban basic public services, and improve the quality of urbanization of the agricultural transfer population.

??(1) Orderly liberalize the restrictions on urban settlement. Various cities should reasonably determine the conditions for settlement according to the carrying capacity of resources and the environment and the actual needs of economic and social development, adhere to the principle of stock priority, and promote the employment and living of more than 5 years in the city and the migration of the whole family, and the new life of stable employment and life in cities and towns. Key groups such as migrant workers, rural students entering schools, and those who joined the army and marched into cities have settled down conveniently. Cities with a permanent population of less than 3 million in urban areas have implemented a policy of completely abolishing the settlement restriction policy. Cities that implement the point settlement policy ensure that the social security payment period and the residence period score occupy the main proportion. The urban household registration policy should treat renters and purchasers equally, and allow the permanent residents of renters to settle in public households. Cities should plan overall, carefully design, and coordinate the work of liberalization, openness and settlement, introduction of talents, and real estate regulation and control. Promote the mutual recognition of the social security payment period and the cumulative residence period in urban agglomerations and metropolitan areas that meet the conditions. (The Ministry of Public Security, the Development and Reform Commission, etc. are responsible)

??(2) Promote basic public services in cities and towns to cover non-resident permanent residents. Encourage the expansion of the supply of degrees in public schools during the compulsory education phase when the population is concentrated in the cities, optimize the deployment of careers, and increase the number of teachers. Support areas where conditions permit to include permanent residents who have not yet settled into the scope of inclusive preschool education guarantees. Simplify the social security transfer and continuation procedures. Complete the construction of the national overall planning information system for endowment insurance. Promote direct settlement of general outpatient expenses across provinces. (The National Development and Reform Commission, the Central Planning Office, the Ministry of Finance, the Ministry of Education, the Ministry of Human Resources and Social Security, the Health Commission, the Medical Insurance Bureau, etc. are responsible)

??(3) Improve the skill quality of the agricultural transfer population. High-quality subsidized training was promoted, and the target of 50 million person-times set in the vocational skill improvement action plan was completed. For the agricultural transfer population, especially the new generation of migrant workers, deepen the implementation of the “Spring Tide Action”, “Learning Dream Action”, and the new generation of migrant workers’ vocational skills improvement action, support enterprises to carry out new apprenticeship training and provide training subsidies in accordance with regulations. In light of the situation of epidemic prevention and control, we will increase the intensity of the vocational skills training program for migrant workers in a timely manner. Combining with the promotion of migrant workers’ return to their hometowns for employment and entrepreneurship and the undertaking of industrial transfers, targeted entrepreneurship skills training should be carried out. Expand the enrollment scale of vocational colleges for the agricultural transfer population. (The Ministry of Human Resources and Social Security, the Ministry of Education, etc. are responsible)

??(4) Improve the supporting policy system. Continue to arrange incentive funds for the citizenization of the central government. Improve the mechanism for linking the increase in the scale of urban construction land with the number of migrants from agriculture. Safeguard the rights and interests of farmers who settle in cities on contracted land, homesteads, and collective assets in accordance with the law, and support the exploration of a voluntary and paid withdrawal mechanism for the “three rights” in rural areas according to law. According to the results of the seventh national census, release data on permanent residents of cities and towns above the county level, study the establishment of a statistical release mechanism for permanent population data in urban areas, and promote normalized statistical release in conjunction with big data technology. (Ministry of Finance, Ministry of Natural Resources, Ministry of Agriculture and Rural Affairs, Bureau of Statistics, etc.)

??3. Enhance the carrying capacity of urban agglomerations and metropolitan areas

??Enhance the ability of central cities to radiate and drive the surrounding areas, cultivate and develop modern metropolitan areas, enhance the population economic carrying capacity of urban agglomerations, and form a spatial dynamic system for metropolitan areas to lead urban agglomerations and urban agglomerations to drive regional high-quality development.

??4. Promote the coordinated development of large, medium and small cities and small towns

??Conform to the new concepts and trends of urban development, build livable, innovative, smart, green, humanistic, and resilient cities, promote urban modernization pilot demonstrations, and make cities a space for people to live with high quality.

??(12) Focus on solving the prominent housing problems in big cities. Adhere to the positioning that houses are used for living, not for speculation, take measures in accordance with local conditions and adopt multiple strategies simultaneously to stabilize land prices, housing prices and expectations, and promote the steady and healthy development of the real estate market. Accelerate the cultivation and development of the housing rental market, effectively revitalize the stock of housing resources, effectively and orderly expand the supply of rental housing, improve the long-term rental policy, and rationally regulate the level of rents. Focus on cities with large influx of people and high housing prices, expand the supply of affordable rental housing, and focus on solving the housing problems of new citizens such as the needy groups, the agricultural transfer population, and newly-employed college students. Separate plans for land use for leased housing, explore the use of rural collective construction land and idle land owned by enterprises and institutions to build leased housing, and support the conversion of non-residential housing into affordable leased housing. (Ministry of Housing and Urban-Rural Development, Ministry of Natural Resources, Development and Reform Commission, Ministry of Finance, etc.)

??7. Accelerate the development of urban-rural integration

??8. Organization and Implementation

??(Twenty-three) Consolidate local responsibilities. The Provincial Development and Reform Commission should take the lead in coordinating with all relevant departments at the provincial level to do a good job in organization and scheduling and task breakdown, and increase funding and land use and other factors to ensure support. Municipal and county-level governments must earnestly promote the implementation of tasks, implementation of policies, and effectiveness of projects to ensure substantive progress and results.
