Presenters will review how Albania, Kazakhstan, Russia, and Ukraine responded to the emerging proliferation of AI and developed their strategies, methodologies, and legislation to ensure responsible adoption of AI as understood by these countries’ authorities.
There is a wide diversity of approaches to implementing AI without clear and time-tested models of success or failure. The selected cases illustrate how different jurisdictions are responding to these challenges through distinct governance methods and regulatory choices. An overview of national laws regulating the development and use of artificial intelligence in the countries surveyed will compare and contrast the application of AI, especially in public administration and critical infrastructure, and explore broader trends in the application of AI across the continent.
The diversity of approaches ranges from Albania’s European Union–aligned application-first method to building a gradualist framework in EU-aspiring Ukraine, to Kazakhstan’s pioneering in creating a comprehensive risk-tiered and principle-based AI ecosystem, and Russian experiments with state-centric sovereign AI formed by sectoral regulation. We will analyze how each of these national AI strategies addresses such issues as algorithmic transparency and accountability, liability for AI-caused harm, intellectual property issues, and the role of the state in overseeing high-risk or public sector AI applications. The shortcomings and risks associated with each legislative framework and its implementation will be discussed also.
