Former deputy police chief to head Hong Kong’s new civil service college, earning over HK$3 million a year

Announcing the appointment in a statement, Secretary for Civil Service Patrick Nip said Kwok, who was most recently deputy commissioner (management) of police, has “distinguished leadership, management and organisational skills.” Nip said Kwok aspired to enhance training for the civil service to ensure “the full and accurate implementation of the ‘one country, two systems’ principle.”

Kwok, who is 57, has been a police officer for 31 years and rose to the second-in-command position in 2019. He retired from the Force in April this year. He will be paid a monthly salary of at least HK$265,150, or the equivalent of more than HK$3 million per year.
