Former Chair of the Nevada Gaming Control Board Joins Covington

WASHINGTON—Sandra Douglass Morgan, the immediate past Chair of the Nevada Gaming Control Board and a former Commissioner of the Nevada Gaming Commission, has joined Covington. She was the first Black person and first woman of color to serve as the board’s Chair in Nevada’s history.
Sandra has nearly two decades of expertise in the gaming industry, leading and managing regulatory, investigatory, cybersecurity, and litigation matters. She represents gaming companies – including integrated resorts and casinos, game manufacturers, social gaming companies, and payments processors – and other companies on a wide range of matters.
“A leader in the gaming industry, Sandra is well-versed in the emerging issues at the cross roads of the gaming, sports, and technology industries,” said Ed Rippey, co-chair of Covington’s Gaming Industry Practice. “Sandra brings unparalleled experience and will be a valuable addition to our gaming industry practice as we help clients looking to navigate this changing and highly regulated industry.”
As the chief regulator for Nevada’s multi-billion dollar gaming industry, Sandra led the passage of cashless wagering regulations and supervised the compliance unit that monitors AML programs and compliance with the Bank Secrecy Act. During her tenure, she advocated for and ensured the passage of regulations to ensure gaming licensees adopted policies prohibiting discrimination and sexual harassment. She also led the adoption of strict health and safety precautions to regulate the reopening of gaming establishments due to the pandemic and presided over one of the largest corporate merger investigations in gaming industry history.
Prior to chairing the Nevada Gaming Control Board and serving on the Gaming Commission, Sandra was the director of external affairs for AT&T Services and was previously a litigation attorney for MGM MIRAGE, now known as MGM Resorts International. She was recently appointed to the Caesars Entertainment Board of Directors.

Sandra earned her J.D. from the University of Nevada, William S. Boyd School of Law, in 2003 and her B.A. from the University of Nevada in 1999.
