On October 7, 2023, Israel experienced a coordinated brutal attack by Hamas. The attack resulted in the killing of over 1,200 Israelis and nationals of other countries, including the U.S., and the taking of about 250 hostages of various nationalities. Israel’s military issued a declaration of war, followed shortly by a government declaration of war and a special situation on the homefront. The declarations enabled the immediate recruitment of reservists and the adoption of emergency measures to protect the public.

This webinar will address Israeli legislative and judicial developments in the context of the war, including the extension of reservists’ service and the adoption of temporary rules regarding detention of terrorists who do not qualify as prisoners of war under international humanitarian law. Regulation of cyber security and surveillance, as well as restrictions on consumption of terrorist publications and on operations of foreign broadcasters will also be discussed. In addition, the webinar will focus on measures adopted to protect employment rights of reservists, hostages, and Israelis evacuated from their homes because of the war.

The webinar will be presented by Ruth Levush, senior foreign law specialist in the Global Legal Research Directorate of the Law Library of Congress. Ruth conducts research on Israeli domestic law, as well as comparative and international law, for the U.S. Congress, executive agencies, and the U.S. judiciary. Her work has been cited by the U.S. Supreme Court, and her reports have been admitted into evidence as expert testimony by various U.S. federal courts. Ruth previously served as a special assistant to Justice Aharon Barak, former president of Israel’s Supreme Court, and practiced law in Israel as an attorney, both in government and in private practice. She holds a Master of Comparative Law (American practice) from The George Washington University Law School and a Bachelor of Laws (LL.B.) from Tel Aviv University Law School. Ruth is a member of the District of Columbia Bar and was admitted to the Israeli Bar.
