After a lengthy discussion Madison Circuit Court Division 3 Judge Andrew Hopper agreed to provide more law library time for Carl Roy Webb Boards.
Boards, 42, is charged with the murder of Elwood police officer Noah Shahnavaz on July 31, 2022. The state is seeking the death penalty.
During Tuesday’s hearing Boards’ attorney Lemuel Stigler raised several concerns by which Boards was reportedly being denied access to the law library at the Miami Correctional facility.
Stigler said Boards only has access to discovery material filed in the case when at the law library.
He said Boards has access to the law library twice a week for two hours at a time.
“We want other hours made available,” Stigler said. “Four hours is not sufficient.”
He said documents are available to Boards only in the law library.
