GENERAL PURPOSE
The Corrections Law Librarian position performs specialized library science work, directing the operation, maintenance, and expansion of the law library in the Northampton County correctional facility.

SUPERVISION RECEIVED
This position reports directly to the Deputy Warden of Classification and the Director of Corrections.

SUPERVISION EXERCISED
This position is not responsible for the supervision of other employees.

ESSENTIAL DUTIES OF THE POSITION
Assists users in the general use of the library, including basic layout, how items are catalogued and shelved, physical location of categories, and any stipulations about the use of materials. Helps users locate materials and determine the best source for specific information. Locates requested materials in other libraries through established contacts or the Interlibrary Loan System, and processed requests to borrow such works.

Assists users in navigating the authorized law library software located on each housing unit computer. Provides instructions for basic searches, guiding users in selecting proper publications, and advising inmates of any stipulations surrounding the use of said materials.

Maintains law library computers on housing units. Maintains software including weekly inspections.

Updates legal publications as needed.

Receives, reviews, prioritizes, and responds to inmate requests.

Performs inmate sign-out process of legal reference materials. Provides forms and additional references not listed on the housing unit computer. Clarifies judicial procedure with regard to court procedure and filing of paperwork.

Establishes circulation procedures. Oversees and performs check-out of materials. Maintains statistical circulation records.

Maintains inventory of all books, legal research services, and periodicals. Makes recommendations for additions to collection from suggestions offered by employees, attorneys, publishers, and salesmen, and presents these recommendations to Jail Administration.

Reviews collection for elimination of outdated or out of date materials, marking obsolete items for removal or donation to the County Law Library.

Develops budget recommendations for book and computer acquisition and operating expenses, including justification and supporting documentation.

Catalogs additions to collection, following established procedures for identification and retrieval purposes.

Updates materials including replacing advance sheets with bound volumes, as needed.

Informs users of new acquisitions to the library.

Prepares and submits reports to Administration, library committee, and other interested groups.

REQUIRED MINIMUM QUALIFICATIONS

EDUCATION & EXPERIENCE – Completion of a Bachelor’s degree program in Library Science, Education, or a closely related field; AND

At least two (2) years of professional work experience in a library which has included responsibility for acquisition, cataloguing, indexing, and/or reference search functions. Possession of a Master’s degree in Library Science may be substituted for the work experience requirement; AND

Must maintain annual certifications in First Aid, CPR (Cardio Pulmonary Resuscitation) and AED (Automated External Defibrillation) and complete any other necessary training as assigned by the Prison Administration; AND

Employees assigned to this title will be required to submit to a Criminal Background Check and Child Abuse Clearance at least every three (3) years, per PREA (Prison Rape Elimination Act). Employees will be required to stay aware of and adhere to PREA regulations and understand the circumstances of said Federal regulations.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the principles, practices, methods, and techniques of library science work.

Knowledge of standard reference works and publications applicable to the legal field.
Basic knowledge of research requirements of the judicial system and the impact of those requirements on library policy and operations.

Basic knowledge of the application of acquisition, cataloging, indexing, and other library science practices to legal documents and records.

Ability to work in a Correctional environment, in direct contact with inmates.

Ability to communicate effectively with users, members of other County offices, and representatives of other libraries.

Ability to maintain records and prepare accurate and complete reports of activities and expenses.

Ability to read, write, speak, understand and communicate in English to perform the duties of this position.

TOOLS AND EQUIPMENT
Library computer system, personal computer, including word processing and data base management software, calculator, copy and fax machine, and phone.

PHYSICAL DEMANDS
While performing the duties of this job, the employee is frequently required to walk, sit, talk or hear.

The employee must occasionally lift and/or move up to twenty-five (25) pounds.
