The Standing Committee of the National People’s Congress will call for a meeting from August 17 to 20 in Beijing, in which China’s anti-sanctions law may be included in Basic Law Annex III, according to sources.
The Annex III of Basic Law states national laws that should be applied with effect from July 1, 1997 by way of promulgation or legislation by the Hong Kong SAR.
China’s anti-sanctions law, imposed this June by Beijing, is currently not on the list.
Lau Siu-kai, the vice-chairman of Chinese Association of Hong Kong & Macao Studies, said if the law is included in the annex, Central Government can command Hong Kong to counter sanctions imposed by other countries when necessary.
It will also be another concern for countries when they impose sanctions on the city, according to Lau.
He said the Central Government will decided on whether to impose sanctions on other states, and Hong Kong will play the role of executioner.
The law may not need to be imposed through Hong Kong’s legislation, Lau also said.
