Baltimore judge accused of making sexual advances on lawyer to resign

A Baltimore City District Court judge accused of making sexual advances on a female lawyer is resigning from the bench, effective Monday.

The Maryland Commission on Judicial Disabilities canceled Judge Kevin M. Wilson’s hearing on the charges brought against him on Thursday, citing Wilson’s resignation. The hearing before the commission was scheduled for May 20 and May 21 at the Maryland Appellate Court.

In an investigation made public in February, the commission found Wilson allegedly touched a female attorney’s leg “in an up and down movement” at a Bar Association of Baltimore City continuing legal education event in May 2023, where two other attorneys reported seeing Wilson’s behavior.

According to a document outlining the commission’s findings, witnesses reported that Wilson moved his hand away, but the attorney reported she subsequently felt Wilson “place his hand back on her leg and move it under her skirt” and touch her buttocks.

Steven D. Silverman, counsel for Wilson, said in an email that his client has decided to move on to other endeavors.

“Judge Wilson has been a dedicated public servant for the last 25 years, including the last 10 years serving as a highly regarded Maryland District Court judge,” Silverman said. “His judicial term has now expired, and he has chosen to retire from his position and explore new professional challenges.”

The commission wrote that “Judge Wilson engaged in behavior unbecoming of an officer of the court and in direct contravention of a judge’s responsibility to promote confidence in the Judiciary and to maintain the dignity of judicial office. Judge Wilson’s behavior provides evidence that he engaged in conduct prejudicial to the proper administration of justice in Maryland’s Courts.”
