Article: Hong Kong: Department of Justice Advances LawTech Adoption

The Department of Justice (DoJ) in Hong Kong has initiated efforts to advance the adoption of legal technology (LawTech) through the newly established Consultation Group on LawTech Development. The group, which was set up in January 2025, held its first meeting on 10 February to discuss strategies and policies aimed at promoting the use of technology in the legal and dispute resolution sector.

This development aligns with the objectives outlined in the 2024 Policy Address, which emphasises the role of LawTech in modernising legal services and strengthening Hong Kong’s position as a hub for legal and dispute resolution services in the Asia-Pacific region.

The Consultation Group is chaired by the Deputy Secretary for Justice and includes representatives from the legal and dispute resolution sector, academic institutions, and experts in applications. The group is tasked with researching and formulating recommendations to facilitate the adoption of technological solutions across legal practices and dispute-resolution mechanisms.

By integrating advanced systems such as artificial intelligence (AI), document automation, and electronic file management, the initiative aims to improve operational efficiency, enhance service quality, and reduce costs for legal professionals and organisations.

AI-driven solutions are expected to streamline various aspects of legal practice, including contract analysis, case law research, and predictive analytics for dispute resolution. The use of AI in legal processes has the potential to reduce manual workloads, increase accuracy, and provide more efficient legal services.

Additionally, document automation technologies can accelerate the drafting and review of legal documents, reducing the time and resources required for routine legal tasks. These advancements could lead to faster processing times, improved accuracy in legal documentation, and greater accessibility to legal services.
