Latest Update On China NGO Law

The NPC just published draft 2 of the Foreign NGO Management Law.  The Chinese version can be found here:

Does anyone know if there is an English translation?  My understanding is that draft 1 had an English translation published by the government.  Otherwise, who is joining the translation train???
