The Gujarat High Court has quashed an FIR registered at Rander police station in Surat against an advocate accused of criminal conspiracy and issuing threats. Delivering judgment on June 19, 2026, Justice PM Raval held that the allegations against Mohammad Bilal Gulam Rasul Kagazi were unsupported by evidence and amounted to abuse of judicial process.
The FIR, filed in 2019, alleged that Kagazi had threatened the complainant at the Surat District Court premises and conspired in an assault. As per the complainant, the advocate threatened him at 10 am. However, CCTV footage collected on the court’s direction confirmed that Kagazi was not present at the location at the alleged time. The HC further ruled that professional communication between a lawyer and a client cannot be treated as evidence of conspiracy.
