Annual Salary: $71,500.00 per year
The Office of Legislative Services (OLS) is an agency of the New Jersey Legislature established by law to provide professional, nonpartisan staff support services to the Legislature including its officers, members, committees, and commissions. OLS operates under the authority of the Legislative Services Commission, a 16-member bipartisan panel with equal representation from each House of the Legislature.
The goal of OLS is to facilitate the work of the New Jersey Legislature and to enable and promote public understanding of the legislative process. As nonpartisan employees of the Legislature, OLS staff are prohibited from engaging in political activity or taking a public position with regard to any matter before the Legislature.
Description: Under the supervision of the Legislative Counsel, position performs work transitioning bills that have passed both houses of the Legislature and have been signed into law by the Governor into the resulting advance laws (the law in bill form with codification information for newly approved statutes) and pamphlet laws (the final textually edited form of the law).
Duties include: performs the law preparation process by reading, proofreading, and proposing necessary corrections and textual reconciliations to all newly enacted laws; prepares descriptive headnotes of the contents of each enacted section of statutory law, and prepares and transmits corrective memoranda concerning corrections and reconciliations of conflicting amendments pursuant to N.J.S.A.1:3-1 and 1:3-2; updates and maintains the electronic Legislative Counsel’s Table of Contents (which curates the histories of the original texts, amendments, and repeals of the statutes) and the Office of Legislative Services’ databases of statutory and constitutional text used for legislative drafting and research; supports special projects by collecting information from internal records, files, and logs to create charts and reports; conducts research and creates spreadsheet and Power Point presentations; participates in in-person meetings, consultations, and briefings; and performs other related duties as assigned.
Requirements:
Education*:
- Bachelor’s degree in English, Law, Journalism, Legal Studies, or related subject from an accredited college or university.
Preferred Education:
- Master’s degree in English, Law, Journalism, Legal Studies, or related subject from an accredited college or university.
* Foreign degrees and/or transcripts must be evaluated by a recognized evaluation service such as the National Association of Credential Evaluation Services and Association of International Credential Evaluators, Inc. at applicant’s expense. Please attach copy of transcript and evaluation with application. Candidates will not be considered for the position if they fail to provide all requested documents upon initial submittal.
Experience:
- Two years of experience as an editor, copyeditor, or proofreader for websites, newspapers, magazines, or other publishing entities, including two years of experience using Microsoft Office.
- Experience using Adobe and Extensible Markup Language (XML).
Preferred Experience:
- Prior experience processing legislation and/or proofreading.
Additional Requirements:
- Ability to occasionally work extended and/or modified hours to meet the needs of the Legislature.
Residency Law: Pursuant to the “New Jersey First Act,” all persons newly hired by the Office of Legislative Services, unless exempted by the law, shall have one year from the date of employment to establish, and then maintain, principal residence in the State of New Jersey. New Jersey State employees hired prior to September 1, 2011 who transfer from another State of New Jersey appointing authority without a break in service greater than seven days but who reside outside the State of New Jersey are not required to change their principal residence to New Jersey in order to comply with the Act.
Authorization to work: Selected candidates must be authorized to work in the United States according to the Department of Homeland Security, United States Citizenship and Immigration Services Regulations. The Office of Legislative Services does not provide sponsorship for citizenship to the United States.
Pay Transparency: The salary range for this position is $71,500.00 per year.
