We hope you can join us on December 4th, 2024, at 3 p.m. EST, when the Law Library of Congress, the National Library Service for the Blind and Print Disabled, the Copyright Office, and the Library of Congress John W. Kluge Center will host a Human Rights Day online panel to discuss efforts to create legislation, regulations, and treaties that govern accessibility both in the United States and around the world.
Jason Broughton, the Director of the Library of Congress National Library Service for the Blind and Print Disabled, will provide introductory remarks. Aslihan Bulut, the Law Librarian of Congress, will provide closing remarks.
Dr. Kevin Butterfield, the director of the John W. Kluge Center at the Library of Congress, will moderate the discussion. Dr. Butterfield is a historian of the post-Revolutionary United States. He most recently served as executive director of the Fred W. Smith National Library for the Study of George Washington at Mount Vernon. Dr. Butterfield earned a B.A. in history from the University of Missouri, an M.A. in history from the College of William and Mary, and a Ph.D. in history from Washington University in St. Louis.

Rep. Debbie Dingell. Congresswoman Dingell represents Michigan’s 6th Congressional District in the U.S. House of Representatives. She is a member of the Energy and Commerce Committee and the Natural Resources Committee, where she leads on critical issues including affordable and accessible health care, clean energy and water, domestic manufacturing, supply chain resilience, and protecting our wildlife and natural resources. As co-chair of the Bipartisan Disabilities Caucus, she works across the aisle and with colleagues in the Senate on important issues including long-term care.
Elin Hofverberg, Senior Foreign Law Specialist, Law Library of Congress. Elin first joined the Law Library in 2011 and has since conducted research and written reports on the laws of the Nordic countries (Denmark, Finland, Iceland, Norway, and Sweden), European Union (EU) law, and international law, for members of Congress, government agencies, and the public. Before joining the Law Library, Ms. Hofverberg served as a consultant to several American law firms, where she provided comparative law expertise. Ms. Hofverberg also worked at the U.S. Department of State in Stockholm during the Swedish EU Presidency (2009) and at the Swedish office of the International Chamber of Commerce. Ms. Hofverberg is fluent in Swedish and English and has a full professional working knowledge of Danish, Icelandic, and Norwegian. She also has basic knowledge of South Sami. Ms. Hofverberg holds an LL.M. in International and Comparative Law from The George Washington University Law School and a J.D. equivalent (Juris kandidatexamen (Jur. Kand)/Master of Laws) from Uppsala University, Sweden. She is a member of the New York Bar.
Andrew Foglia, Deputy Director of the Copyright Office of Policy and International Affairs. Andrew assists the Associate Register of Copyrights and Director of Policy and International Affairs with the critical policy functions of the Copyright Office, including domestic and international policy analyses, legislative support, and trade negotiations. The Office of Policy and International Affairs provides support and technical advice to Congress and represents the Copyright Office at meetings of government officials concerned with the international aspects of copyright protection and enforcement.
