China Deputy Country Director Position Description

The American Bar Association Rule of Law Initiative (ABA ROLI) is a public service project that provides technical assistance in support of legal reforms and the rule of law in over 40 countries around the world. ABA ROLI seeks candidates to fill the China Deputy Country Director (DCD) position based in Beijing, China. The DCD will assist with the development, implementation and evaluation of ABA ROLI programs in China. Our programs cover a broad range of substantive areas including women’s rights, criminal justice reform, environmental protection, and civil society capacity building. Programming approaches include training, pilot projects, and practical research to support policy reform. The DCD will be responsible for maintaining a cooperative working relationship with program partners, supervising staff to implement program plans pursuant to program objectives, participating in and providing technical assistance to activities conducted by program partners, and ensuring compliance with donor requirements, including donor reporting. This position will require substantial travel within China.

Qualified candidates will possess: (1) a Juris Doctor or equivalent law degree, or a Master’s Degree in a relevant field, and (2) at least 4 years of practical experience in development or in a relevant legal field. Preference will be given to candidates with experience working on international development programs (preferably in China) in fields such as rule of law, governance, public participation and capacity building.

Essential skills include:

Experience with design, management, implementation, monitoring, and evaluation of USG-funded rule of law and development programs as well as   experience liaising with donors and local partners on these programs;
Demonstrated abilities in strategic planning, staff management and supervision, analytical and writing skills, and compliance with donor requirements;
Strong communication skills, both interpersonal and written, to fulfill the diverse technical and managerial requirements of the Program and to effectively coordinate with a wide range of regional stakeholders;
Experience and/or knowledge of the legal, political, economic, administrative and socio-cultural context of legal and institutional reform in China;
Fluency in English; proficiency in written and spoken Chinese (Mandarin) preferred.
