These two reports from Xinhua and Nanfang Zhoumo in the past few days look into the trend of judges resigning, especially in basic courts, and the current reforms that try to attract them to stay. Some local courts threaten to expel judges who leave before a certain term is up (as expulsion would deprive them of all future career opportunities in government and private practice). This is no news, but what seems to make courts desperate, according to the report, is that it’s also becoming more difficult to recruit young graduates, again, especially for basic courts.
Interestingly, the NFZM report says that most resigning judges do not go into private practice, but shift to other government positions that may or may not have higher salaries. It seems that judges are desperate to leave.
